Captain William Henry McNeill was born in Boston in 1803 and was the Captain of a fur trading expedition that set sail from Boston to the Pacific Northwest in 1830. In 1837, McNeill founded Fort Victoria, British Columbia, as a safe and secure area from which the Hudson Bay Company could operate. In 1843, McNeill established Fort Rupert on Vancouver Island in 1849. In 1863, he retired to live on a farm on Vancouver Island and died in 1875.
