Penelon was a painter, numerous portraits of early Los Angeles dignitaries are by him. He is also credited with having made the first ever photograph of Los Angeles, dated approx. 1853. In late 1873 he formed a partnership with Dudley Flanders and the pair journeyed together to Arizona to photograph Indians. Within a few weeks after their arrival in Arizona Penelon got ill and died in Prescott on 6th Feb 1874. Dudley Flanders continued the journey for several months and continued to use the already printed cardstock "Penelon & Flanders" even though the former was dead.
Penelon had a son and a daughter and there are living descendants today, who mostly live in Northern California.
