Conjectural date based on the inauguration date of the Benjamin Franklin statue in front of Old City Hall in 1856 and the demolition of Old City Hall in 1861.
 
Photograph of the Old City Hall (prior to 1861; between 1861-1865 Old City Hall was rebuilt in the French Second Empire style) taken with Richard S. Greenough's statue of Benjamin Franklin and relief pedestal seen in the foreground.
