Jean-François-Constant Mocquard (1791-1864). He was a very important French figure and was a lawyer, diplomat, sub-prefect and French politician, chief of staff of Napoleon III (1848-1864) and senator (1863-1864).

Jason Wright (30 December 2017) Justification for the dating: "The back stamp has the single mention of Louis-Auguste Bisson (plus the plate chemistry is rather primitive). His brother (Auguste-Rosalie Bisson) joined the business later on and was added onto the label at that time. I believe the 1852 date is possibly referring to ascending to one of his roles within the government and not the date of the daguerreotype."
